A problem of software creation for the computer-aided systemof designing technical systems is considered on the basis of block-hierarchy study of discrete structures. The developed simulation language is described, which is oriented to transactions and destined for hierarchical designing of structures with queues. The management mechanism including a technique for storage and indexation of events as well as the management algorithms themselves are given in detail. The syntax of the simulation language and peculiarities of using the developed software are described.
