The control of the prospective global low-orbit data and communication space system is studied. The system is constructed on the basis of the network information technologies and the cluster structure of spacecrafts-space information sites. The control means and technologies, clusterization methods and methodological principles of the system formation, kinds of support for implementation of system effects of the cluster structure, and the architecture of the spacecraft construction based on the network information approach are considered.
