Analysis of Creation of Stable Competitiveness of Information Technologies Based on Development of Industrial Clusters

A process of creation of the stable competitiveness on the basis of development of industrial clusters is considered. Based on analysis of M. Portman publications, levels of the competitiveness are suggested and analyzed. The definition of an industrial cluster is formulated. Peculiarities of application of the cluster approach to the analysis of competitiveness of information technologies are described.
